Doddalahalli Kempegowda Shivakumar was born on 15 May 1962 is an Indian politician who is currently serving as the President of the Karnataka Pradesh Congress Committee (KPCC). He was the minister of irrigation in the cabinet of H. D. Kumaraswamy. He was the minister of irrigation in the cabinet of H. D. Kumaraswamy. Previously, he served as Minister of Energy under the Siddaramaiah Government. He is an MLA from Kanakapura constituency.
In the 2023 Karnataka Legislative Assembly election, he campaigned alongside Siddaramaiah.

DK Shivakumar holds a master’s degree in Political Science, pursued from Karnataka State Open University, Mysore.
Political Career
K Shivakumar began his political career in the early 1980s as a student leader and gradually rose through the ranks of the Congress party. He won his first election in 1989 when he was elected to the Karnataka Legislative Assembly from Sathanur constituency in Mysuru district. He was only 27 years old at that time and contested the elections on a Congress ticket.
Shivakumar went on to win re-election from the same constituency in the subsequent assembly elections in 1994, 1999 and 2004. He won from Kanakapura constituency in 2008, 2013, 2018 & 2023.
Vilasrao Deshmukh served as Prime Minister in close collaboration with D.K. Shivakumar when a no-confidence motion was filed against him in 2002. D.K. Shivakumar is hosting Maharashtra MLAs at his suburban resort in Bangalore for a week until Election Day. This saved the Deshmukh government.
He is also a close confidante of party leaders Rahul Gandhi and Sonia Gandhi. Shivakumar is among the richest politicians in India. While filing his nomination for election in 2018, he declared total assets of ₹840 crore.
On 2 July 2020 D. K. Shivakumar officially took charge as Karnataka PCC president succeeding Dinesh Gundu Rao.

Back-to-back meetings took place on Monday as hard bargaining is believed to be going on before the Congress announces the name of the Karnataka chief minister. It will be either Siddararamaiah, the former Karnataka chief minister, or DK Shivakumar, the Karnataka Congress chief.
On Tuesday, DK Shivakumar reached Mallikarjun Kharge’s residence at 5pm, an hour before Kharge’s meeting with Siddaramaiah was scheduled to begin at 6pm. Before these meetings, Mallikarjun Kharge had a word with Rahul Gandhi and the decision on the top post seems to be already made. Kharge and DK Shivakumar’s meeting lasted for 30 minutes.
Controversies
On 2 August 2017, the Income Tax department raided Shivakumar’s residence and office in Bengaluru for alleged tax evasion. Eagleton Golf Resort in Bidad, a suburb of Bengaluru, used by Shivakumar and owned by his brother D.K. Suresh, also arranged a round.
He was arrested on September 3, 2019, on charges of money laundering and tax evasion. He termed the allegations leveled by the Karnataka BJP government as “baseless” and “politically motivated”.

- He became a minister at a very young age of 30 in the Government under the leadership of late CM Shri Bangarappa.
- He served as Minister of State for Home taking care Departments of Home Guards and Prisons.
- He was instrumental in formulating and initiating Rajiv Gandhi Yuva Shakthi Sanghatan, participating in rallies, and empowering young people to pursue rural development and social work as Chairman of Cabinet subcommittee.
- He played a major role in planning the underpasses and flyovers for Karnataka including the construction of K. R. Market flyover.
- From 2013-2018 he handled the Ministry of Energy in karnataka which was in doldrum since long.
- DKS has also initiated building India’s Largest Solar Power Plant in Pavagada, Tumkur.
- His involvement and strategy in bringing the victory in several crucial bi polls like Bellary, and Bihar elections is much valued.
- His role in winning the Rajya Sabha elections to Ahmed Patel in Gujarat by uniting the party was widely appreciated by Congress.
